Yes they were cousins, their fathers were brothers:

William Skidmore son of Elisha and Hannah, baptised at St Thomas, Brampton 25th November 1821
Peter Skidmore son of Elias and Agnes, baptised at Ashford in the Water 13th March 1836

Elisha Skidmore son of William and Mary, baptised at Ashford in the Water 2nd December 1798  
Elias Skidmore son of William and Mary, baptised at Ashford in the Water 21st March 1784
