Does Anyone Remember? The Free Music Festivals Early 90's

I have a memorey of going to at least 2 festivals of free music put on byt the council in, probably, 91 & 92. They were held in the Don Valley bowl and featured at least 2 stages. One was a big tent where I saw Kirsty Maccoll, Tansads, Edward II amongst many others and a smaller stage that had at least some local bands, The Loverbirds I think they were called but I loved 'em. Anyone have any info on these events?
