February 1 1793 France declares war on Britain and Holland, by 1796 PM William Pitt had doubled the national debt.

In 1797, France occupies Holland, controls the Dutch Fleet and makes an alliance with Spain. Britain has no allies on the continent, Ireland is on the verge of rebellion, Scotland is dissatisfied, there is a run on the Bank of England and a mutiny in the Royal navy over low pay, insufficient food, severity of discipline and shortness of leave. Meanwhile, Sheffield's people faced the darkest period in their history. The town presented the sad spectacle of landlords seizing goods in lieu of rent, of their stripped tenants clamouring for bread, of manufacturers bereft of orders and of artisans perishing for lack of work. Two voluntary subscriptions were raised and 10,000 persons out of a population of 31,314 in Sheffield township were in need of this help.
