duckweed
Have a newspaper Rotherham and Sheffield Independent 26th Sept 1867 which has an account of the Old Town Hall refurbishment and lists the Architects as Flockton & Abbot. A Journalistic Error? It does also prove that the renovation to the old Town Hall was in 1867 not 1866.
