He wasn't the author; he was the translator. It was written in Latin (Junius Brutus) and French (Hubert Languet) though, as I'm sure you know Dunsby, it resembles Hotman's Frano Gallia and Languet's work is probably only an enlargement of Beza's work De Jure Magistruum.
