Is this an air raid shelter?

Yesterday on the corner of Crescent Rd and Montgomery Rd, Nether Edge, S7.

Twentieth century brickwork under a nineteenth century wall including steps with alternate colours?

Couldn't identify on Streetview exactly where this location is from the photo.The stonewall looks as if it has been partially repaired at some time and the green pipes are media cables judging by the shallow depth. Surprising that no other services are visible( usually deeper though) and the texture of the backfill looks like topsoil with a breezeblock ? 

My wife lived in Machon Bank in the early 40's and has a vague recollection that they accessed a shelter via their cellar and cellars of adjacent properties to a specially strengthened room. I know it was a fact that shared shelters (brick with concrete roofs) were built as our family of four shared with the four adults in the house next door in S5. As far as I am aware that shelter still exists because the contractor's price to demolish was (as my late dad said) "wanted too much money".

Is the hole in the pavement outside the property? Because it would seem unlikely to have a shelter there.

It could be a drain or some other specialist services cover or opening.

Are you sure that is the right location? Only I've wandered around there on Street View in Google and the stonework just doesn't match. Am particularly interested in this as I was raised on Wostenholm Rd so definitely my neck of the woods!

The steps look a little too fancy for it to be entrance into an air raid shelter. I grew up in S5 and our shelter was of the corrugated steel Anderson type and situated in the back garden. I was told it was used but once ( the night V1 bombs were fired toward Manchester) On the nights of the Blitz my family made its way to a large communal shelter in the playing fields at Firth Park Secondary School.

The hole has been filled in now. It was just outside a front garden at the top of Crescent Rd on the left looking down from Montgomery Rd. There is a large area of pavement there. The steps are outside the property. I wondered if it might have been a communal shelter of some kind, but it's not something I know much about.

Perhaps the brickwork is also 19th century and this location housed one of the electricity sub-stations that formed part of the network of the Tramway electricity distribution system from Kelham Island. It would have been completely separate from the main EL system of that time and probably abandoned before WW2.

The tramway did go past the spot Voldy. It closed in 1934.

In that case it looks like the house that actually makes the corner with Crescent Road and Wostenholm Road (with the small porch and the green door on Google Maps).

Presumably there would be something in the Archives at the library that would say whether or not there was a public shelter at that spot or if it were a sub-station for the old Tram network?

Years ago, I undertook some research into air raid precautions and I seem to recall the Local Studies had a Corporation list of all public shelters.

Would love to see that 1890 map for the section of Wostenholm Rd from Ventnor Place to Sharrow Lane. Lived at 37 for 17 years and curious to know what it was called then as all the houses seem to have names.
