RichardB
1830 Falling foul of the Filesmiths resolution number 3 : "That any member withholding payment of his subscription for three months shall receive such punishment as the trade think proper, unless his subscription be then paid". William Mills was seized by a number of men, carried to an inn, where an apron was wrapped around his head and face, and then laid upon a board and 'saw-webbed' in the presence of about a hundred workmen. St Annington
Is it possible that webbing was used as an aid to grip certain saw handles; and that Mills was whipped/lashed/flogged with the webbing. This photo shows modern 'pocket chain saws' with webbing handles (which would have done the job nicely!!)
RichardB
That's pretty much what I had in mind when I first read it - he's been thrashed with a strap right across his back.

SteveHB
I don't think any saw came into it, 'saw-webbed', as in seen being webbed, I would say.
