I'm inclined to agree, the acoustics in the City hall are pretty poor, and haven't improved with the recent refurbishment. Added to this is the 'overspill' of music sometimes from the ballroom which can be heard over the orchestra in the main Oval Hall. (And the new seats aren't a patch on the old ones!)
