Help Identifying An Old Joseph Rodgers & Sons Off Set Knife

Can anyone tell me anything about this knife, I have searched the web and books quite extensively and have not found another even remotely similar. The handle is some sort of antler finished with a base metal flat pummel. The blade is 12inchs long by 1.5inchs wide, it is flexible, and what is remarkable is that you can actually shave with it!!! the blade is marked simply with an anchor with "V R" on either side and underneath the words Joseph Rodgers &sons on one line and on the second line "Cutlers to her majesty" with an asterisk and cross underneath. i have include photos so please can someone enlighten me or suggest an authority i may approach for more info. Thanks to all and great site..

Victorian offset spatula, used for spreading the icing on cakes,

slicing in half to add filling,

also used for separating cakes from a baking tray or hot plate.
