The scheme seems to have originated before the first world war with Albert George and Alfred Christopher Burnett, coal merchants (Burnett Bros & Co, Change Alley) and house builders of Brentwood Road, Nether Edge.
This may be the 1905 sale that gave ownership to the Burnetts. The Lawton mentioned was Joe (born 1841 a farmer) and the Coates was Philip a landscaper and gardener (born 1871) :

One of the main builders on the estate was George M Taylor, who based himself at 58 Muskoka Drive from 1922. In 1920 he was supplying building materials from 28 Change Alley, the Burnett's Coal Sales Office.
