She was elderly by then and never got out of her carriage which stopped by the main steps, the opening was by electric switch in her carriage from which a wire ran into the building. If you get the photos up on 'Picture Sheffield' ( type in " Queen Victoria opening Town Hall." ) you will see the wire running at 45 degrees to the right of the carriage.
