In some places things have hardly changed have they...except there aren't so many who are really dirty or dressed in rags these days!

Well, according the yesterday's Sheffield Telegraph they've put £3,000 aside for reading lessons for Councillors. (Actually it's speed reading, but why spoil a good joke. ;-) )
